Bio

Jack Smith is a senior operations research professional with over 22 years of experience supporting the Departments of Homeland Security and Defense through advanced analytics, workforce planning, and data-driven decision support. At JDSAT, Inc., he serves as product owner for GamePlanOS, the platform on which FreeSeas was built, leveraging GenAI to enable rapid development of interactive decision support tools. Previously, he led analytic initiatives for Navy Medicine, directing an 18-person team developing decision-support tools that integrated personnel, supply, and training data to guide expeditionary medical force planning. Mr. Smith holds a Master of Science in Management Science and Engineering from Stanford University and dual Bachelor of Science degrees from the U.S. Coast Guard Academy. He is a Certified Analytics Professional (Expert) and Certified Modeling and Simulation Professional Practitioner, with additional certifications in agile methods and cloud systems.


Casualty Flow Simulation with Generative AI: A Decision Support Application for Medical Evacuation Planning

Medical logistics planners face life-or-death decisions under uncertainty: where to route casualties, how to allocate scarce transport assets, and when facilities will reach capacity. FreeSeas addresses this challenge through a simulation platform that models NATO-standard casualty flow from point-of-injury through echeloned care (Roles 1-4). The platform combines stochastic casualty generation, time-based patient degradation modeling, and a constraint-objective optimization framework that balances Golden Hour urgency against facility load balancing. Three simulation modes (Training, Guided, Analysis) support different user workflows. Generative AI integration provides an intelligent advisor that answers natural language questions about simulation state, explains evacuation recommendations, and helps planners understand the tradeoffs inherent in casualty routing decisions. Attendees will learn practical approaches to combining discrete-event simulation with modern AI for domain-specific decision support.
